Motorist Charged with Causing Fatal Hit-and-Run Collision in Perris

A probationer accused of killing a 64-year-old woman in a hit-and-run collision across from a Perris elementary school was charged Friday with gross vehicular manslaughter and other offenses.

Edgar Torres Velador, 26, of Moreno Valley allegedly caused the deadly wreck Saturday that fatally injured Jamie Beman of Nuevo.

Along with the manslaughter count, Velador is charged with driving on a suspended license and a sentence-enhancing allegation of fleeing the scene of a crime.

Velador is being held on $500,000 bail at the Robert Presley Jail in Riverside and was slated to make his initial court appearance Friday afternoon at the Riverside Hall of Justice.

The hit-and-run happened about 6:40 p.m. Saturday at Evans Road and Whispering Wood Lane, directly across from the campus of Mary Ranch Elementary School, according to the Riverside County Sheriff’s Department.

School was not in session at the time.

Sgt. Jeremy Bracey said Beman was driving a 2020 Honda Fit and was preparing to make a southbound turn onto Evans from westbound Whispering Wood after coming to a stop at the three-way intersection.

“As the Honda proceeded to make the turn, a 2008 Nissan Pathfinder traveling northbound on Evans failed to stop at the stop sign, and the two vehicles collided,” Bracey said.

The defendant’s SUV plowed into the driver’s side of the Honda, causing significant damage, according to the sergeant.

Paramedics pronounced Beman dead at the scene less than 15 minutes later.

“The Pathfinder was located north of the collision along Evans with major damage,” Bracey said. “The driver fled on foot immediately after the collision.”

Detectives gathered sufficient evidence to identify Velador as the alleged perpetrator, and he was tracked to a residence in the 10000 block of Delcresta Drive in Moreno Valley, where he was arrested without incident Wednesday afternoon.

According to court records, the defendant has a prior misdemeanor DUI conviction, with a sentence enhancement for hit-and-run resulting in property damage, from 2021.
