Man Arrested For Two DHS Shootings Charged With Attempted Murder

Attempted murder and other charges were filed Tuesday against an ex-con allegedly responsible for two shootings in Desert Hot Springs over consecutive days, including one that left a man hospitalized.

Ricky Spivey Jr., 37, is accused in a shooting last Wednesday morning that left a man hospitalized with gunshot wounds to his legs, and is also charged with opening fire the following night on two unoccupied vehicles.

In addition to attempted murder, he’s charged with felony counts of shooting at an unoccupied vehicle and being a convicted felon in possession of a firearm.

The first shooting occurred on a chaotic day for Desert Hot Springs police, who also responded around the same time to an unrelated shooting that triggered a barricade situation at a local business.

The following day around 10:20 p.m., Spivey allegedly opened fire on two vehicles in the 13000 block of El Cajon Drive.

A suspect and vehicle description led officers to the 13700 block of Sarita Drive, where Spivey tried to run from officers “but was quickly apprehended and a firearm was recovered,” according to Sgt. Christopher Saucier.

Following his arrest, police were able to connect him to Wednesday’s shooting, the sergeant said.

Spivey, who’s being held on $1 million bail at the Larry D. Smith Correctional Facility in Banning, is slated to make his initial court appearance Tuesday afternoon.

Construction Company Owners Charged in Fraud Case

A brother and sister who run a construction company in Paramount are facing fraud charges for allegedly causing at least $6 million in losses to the state’s workers’ compensation program and underpaying employees on a student housing renovation project at UCLA.

Enrique Vera, 48, of Tarzana, who owns Ultimate Inc., is set to be arraigned Tuesday afternoon in a downtown Los Angeles courtroom on four felony counts of workers’ compensation fraud and three felony counts of grand theft of labor, according to the Los Angeles County District Attorney’s Office.

His sister, Gloria Vera, 57, the company’s office manager, is charged with five felony counts of workers’ compensation fraud and three felony counts each of insurance fraud and grand theft of labor.

The siblings allegedly submitted altered payroll records to the State Compensation Insurance Fund to pay a lower premium on the construction company’s workers’ compensation insurance, according to Deputy District Attorney Christopher Hartman.

He said the two are also accused of making false and fraudulent statements with the intent to discourage injured workers from claiming workers’ compensation benefits or pursuing claims, with Gloria Vera allegedly failing to disclose and concealing employees’ on-the-job injuries that entitled them to workers’ compensation.

The brother and sister also allegedly underpaid employees the prevailing wage that the company was required to pay as a contractor for the UCLA student housing renovation project, the prosecutor said.

The criminal complaint alleges that the crimes occurred between January 2012 and March 2017.

Enrique Vera faces up to 15 years in state prison if convicted as charged, while his sister could face a maximum of 19 years behind bars, according to the District Attorney’s Office.

Man and Woman Charged With Robbing Senior Citizen

A man and woman accused of robbing a senior citizen in Thousand Palms were charged Wednesday with robbery and elder abuse, while detectives continued to investigate the male suspect for alleged involvement in a string of La Quinta burglaries.

Dustin Martin, 31, and Sarah Wade, 25, were arrested Saturday for allegedly stealing a Toyota Tacoma from an unidentified woman in the 72800 block of Varner Road. The pair were arrested later that day at the Varner Road Motel 6, according to sheriff’s Sgt. David Smith.

Both defendants were scheduled to be arraigned Wednesday afternoon on robbery and elder abuse charges, while Martin also faces a vehicle theft charge and Wade is additionally charged with receiving stolen property.

Martin allegedly committed the robbery while out of custody on bail. Court records show that he has a pending grand theft case, as well as an active petty theft case, both out of Palm Desert.

An alleged associate of Martin, 35-year-old John Schiavone, was arrested Tuesday for alleged possession of stolen property, including a motorcycle, according to Smith.

The sergeant said Martin and Schiavone are being investigated for their alleged roles in a series of thefts and burglaries in La Quinta, which occurred between August and October of this year.

Schiavone is being held at the Riverside County jail in Indio and is expected to make his initial court appearance on Friday.

Three Charged with Deadly Gang Attack in Lake Forest

Two men and a woman are scheduled to be arraigned Thursday on charges of killing a rival gang member and injuring his girlfriend in Lake Forest.

Jose Rafael Andrade Membreno, 22, of Mission Viejo, Xiomara Elizabeth Berrios, 18, of Lake Forest, and Edwin Francisco Diaz, 18, of Mission Viejo, were charged earlier this month with the Oct. 1 fatal stabbing of one victim and the wounding of his girlfriend.

The victim who died is identified only as Marco M. in the criminal complaint. Carrie Braun, a spokeswoman for the Orange County Sheriff’s Department, declined to release the victim’s identity, citing the ongoing investigation, but said he was in a rival gang.

The victim’s girlfriend, who was also not identified, was stabbed in the chest, but survived.

The victims were attacked with knives and machetes about 2:30 a.m. at the Forest Glen Apartments in Lake Forest, prosecutors said.

The three defendants are charged with murder and criminal threats, with a sentencing enhancement for gang activity. Berrios is additionally charged with assault with a deadly weapon; Membreno faces a sentencing enhancement for the personal use of a machete; and Berrios and Diaz face sentencing enhancements for the personal use of a knife.

4 Chiropractors, 5th Man Charged in Alleged Worker’s Comp Referral Fraud

Four chiropractors and an alleged conspirator are scheduled to be arraigned Thursday on multiple felony counts of insurance fraud for what the Orange County District Attorney’s Office alleged was a multi-million dollar workers’ compensation insurance referral scheme that exploited mostly Spanish-speaking communities.

Charged Tuesday in Superior Court in Santa Ana were Fermin Alexander Iglesias, 38 of Glendale and chiropractors Bahar Danesh Gharib, 42, of Woodland Hills; Bryan Aun, 45, of Brea; Afsoun Naderi, 50 of Newport Coast; and Jon Larson, 45, of Rancho Cucamonga, according to the OCDA’s office.

All five are due for arraignment Thursday on charges of insurance fraud and face sentences ranging from 11 to 14 years in state prison if convicted as charged.

Ten attorneys and six conspirators were charged last year as part of the same investigation, prosecutors said.

Man Charged in Boyle Height Taco Stand Crash that Killed 11-Year-Old Girl

A man accused of driving while under the influence of nitrous oxide and causing a crash that killed an 11-year-old girl standing at a Boyle Heights taco stand last November is expected to be arraigned Thursday on manslaughter and DUI charges.

Joe Louis Perez, 22, of Boyle Heights, was charged last month with one felony count each of gross vehicle manslaughter while intoxicated and driving under the influence of a drug causing injury, along with allegations of causing great bodily injury.

He is accused of being under the influence of nitrous oxide, commonly known as “laughing gas,” around 7 p.m. Nov. 10, 2017, while driving on Whittier Boulevard in Boyle Heights. According to prosecutors, he crashed his car into a parked vehicle in the 900 block of South Marietta Street, forcing the parked vehicle onto a curb, where it struck a group of people gathered at the taco stand.

The crash killed 11-year-old Elektra Yepez, and also injured her mother and two aunts.

Perez was arrested at the scene following the crash, but he was not immediately charged in the case and was released from custody.

He faces up to 13 years and eight months in prison if convicted, according to the District Attorney’s Office. Prosecutors are recommending his bail be set at $230,000.

Man Charged in Boyle Height Taco Stand Crash that Killed 11-Year-Old Girl

Man Charged in Crash That Killed Woman and Her Year-Old Granddaughter

A man who was allegedly driving a pickup truck that struck and killed a 59-year-old woman and her year-old granddaughter last week in San Gabriel was charged Thursday with hit-and-run driving and vehicular manslaughter.

Dennis Anthony Perez, 48, of San Gabriel, pleaded not guilty to one felony count of hit-and-run driving resulting in death to another person and two misdemeanor counts of vehicular manslaughter, along with an allegation of fleeing the scene after vehicular manslaughter, according to the Los Angeles County District Attorney’s Office.

Meiyu Li was pushing a stroller carrying Paisley Chen in a crosswalk at the intersection of Del Mar Avenue and Live Oak Street when they were struck about 9:30 p.m. Friday by a silver pickup truck that sped away, according to police.

Paramedics rushed the San Gabriel residents to Los Angeles County-USC Medical Center, but doctors were unable to save them.

An anonymous tip led detectives to the suspect vehicle and ultimately to Perez, according to San Gabriel Police Department Capt. Fabian Valdez.

When officers located the vehicle, it matched one in a video submitted by a witness, police said.

“Using information provided by the family, officers later arrested Perez after he was discharged from a local medical facility,” San Gabriel police Public Information Officer Jonathan Fu said after Perez’s arrest Tuesday.

He is due back in an Alhambra courtroom Dec. 4, when a date is scheduled to be set to determine if there is enough evidence to allow the case against him to proceed to trial.

Suspect Charged in Killing and Body Dumping in Anaheim

A 28-year-old La Habra man was charged Friday with killing his girlfriend, whose body was found in a trash bin in Anaheim on Tuesday.

Amer Saleh Alhasan was arrested at Los Angeles International Airport on Wednesday afternoon after he checked in for a flight to Jordan, where some of his family lives, Anaheim police Sgt. Daron Wyatt said.

He is charged with the murder of 38-year-old Tyanie Ly of Santa Ana, whose body was found stuffed into a duffel bag about 2:15 a.m. Tuesday in a dumpster behind a condominium complex at 2156 S. Euclid St. Someone made the discovery while going through the bin looking for recyclables, Wyatt said.

Alhasan was being held on $5 million bail, but police planned to ask a judge at the defendant’s arraignment Friday afternoon to rescind bail because he’s “an obvious flight risk,” Wyatt said.

Alhasan had brought a “significant amount of personal belongings with him” and was awaiting his flight when police arrived and arrested him without incident, the sergeant said.

“If we were about two or three hours later, he would have been out of the country,” Wyatt said.

Alhasan allegedly fled Jordan because of a sexual assault in that country, Wyatt said. He was also arrested for a crime in California previously, but was not charged, the sergeant said.

The victim was the mother of three young children, the oldest 12 years old, Wyatt said. Her family called police when they were unable to contact her, which helped investigators focus in on Alhasan as a suspect, Wyatt said.

Anaheim Man Charged in Stabbing of Cal State Fullerton Student

A 24-year-old man was charged Friday with stabbing a Cal State Fullerton student inside a parking structure near campus.

Luis Eduardo Munoz of Anaheim is accused of false imprisonment, a felony, and a misdemeanor count of resisting arrest.

He faces sentencing enhancements for inflicting great bodily injury and the personal use of a deadly weapon.

Munoz, being held on $25,000 bond, was scheduled to be arraigned Friday.

Munoz allegedly stabbed the 20-year-old woman just before 1 p.m. Wednesday inside a parking structure in the 2800 hundred block of North Brea Boulevard, Lt. Jon Radus said.

The woman suffered non-life-threatening injuries.

Munoz was arrested about two hours later following an intense search that forced precautionary lockdowns at Beechwood Elementary School at 780 Beechwood Ave., and at the EV Free Church in the 2800 block of North Brea Boulevard. The lockdowns were lifted about 2:45 p.m., when Munoz was taken into custody.

The motive for the attack was unclear as the suspect and victim did not know each other, Radus said.

Court records show Munoz pleaded guilty Oct. 5 to giving a false identification to a Fullerton officer on Oct. 2. He was sentenced to 10 days in jail and was released on Oct. 6.

A 24-year-old man was charged Friday with stabbing a Cal State Fullerton student inside a parking structure near campus.

Uber Driver Charged with Kidnapping Four Passengers

An Uber driver who allegedly kidnapped four passengers by refusing to let them out of his vehicle on Halloween night in the Santa Monica area was charged Friday with multiple felonies.

Khaled Elsayedsa Ali, 35, is scheduled to be arraigned Monday on four counts of kidnapping and one count of fleeing a pursuing police officer while driving recklessly, according to the District Attorney’s Office. He remains jailed in lieu of $475,000.

Police received a 911 call about 6:45 p.m. Wednesday from a woman in the area of 23rd Street and Santa Monica Boulevard stating that Ali, of Garden Grove, refused to stop and let her out of the vehicle, according to a statement from the Santa Monica Police Department.

As officers were responding, three additional 911 calls were received from multiple victims reporting similar incidents possibly involving the same suspect and vehicle, police said. Each reported the suspect may be armed with a gun and threatened to kidnap them.

Officers located the vehicle and attempted to stop the driver, but the driver fled with two victims in the car — a male and female — and led officers on a pursuit in a busy upscale neighborhood. The chase ended near Montana Avenue and Bundy Drive. During the pursuit, the two passengers were able to jump out of the vehicle, and they were treated for scrapes and bruises, police said.

According to prosecutors, prior to the pursuit, Ali allegedly picked up a man who had called for a ride, then drove in the opposite direction and refused to let the man out of the car, but the passenger managed to jump out. He then allegedly picked up a female passenger, who also had to leap from the vehicle when Ali drove away from her destination.

Ali faces more than 23 years in prison if convicted as charged, prosecutors said.

Amer Saleh Alhasan made his initial court appearance Friday afternoon, but his arraignment was rescheduled for Nov. 15.

Alhasan was arrested at Los Angeles International Airport on Wednesday afternoon after he checked in for a flight to Jordan, where some of his family lives, Anaheim police Sgt. Daron Wyatt said.

He is charged with the murder of 38-year-old Tyanie Ly of Santa Ana, whose body was found stuffed into a duffel bag about 2:15 a.m. Tuesday in a dumpster at 2156 S. Balboa Plaza. Someone made the discovery while going through the bin looking for recyclables, Wyatt said.

Alhasan had brought a “significant amount of personal belongings with him” and was awaiting his flight when police arrived and arrested him without incident, the sergeant said.

“If we were about two or three hours later, he would have been out of the country,” Wyatt said.

Alhasan allegedly fled Jordan because of a sexual assault in that country, Wyatt said. He was also arrested for a crime in California previously, but was not charged, the sergeant said.

Defense attorney Jonathan Lynn declined comment.

The victim was the mother of three young children, the oldest 12 years old, Wyatt said. Her family called police when they were unable to contact her, which helped investigators focus in on Alhasan as a suspect, Wyatt said.

Police on Friday asked for the public’s help tracking down the victim’s 2006 Honda Odyssey. Ly was last seen Oct. 29 driving the white minivan, but police have not been able to find it, according to Wyatt, who said investigators suspect Alhasan gave the vehicle to someone who may or may not know about Ly’s death.

Anaheim Man Charged in Stabbing of Cal State Fullerton Student

Criminal charges were filed Friday against a man accused of stabbing a 20-year-old Cal State Fullerton student while she was inside a parking structure near the campus.

Luis Eduardo Munoz, 24, of Anaheim is accused of false imprisonment, a felony, and a misdemeanor count of resisting arrest, with sentencing enhancement allegations of inflicting great bodily injury and the personal use of a deadly weapon.

Munoz, who’s being held in lieu of a $25,000 bond, pleaded not guilty and was ordered to return to court for a pretrial hearing on Nov. 13.

Munoz allegedly stabbed the student just before 1 p.m. Wednesday inside a parking structure in the 2800 hundred block of North Brea Boulevard, Lt. Jon Radus said. She suffered non-life-threatening injuries, according to police.

Munoz was arrested about two hours later, following an intense search that forced precautionary lockdowns at Beechwood Elementary School at 780 Beechwood Ave., and at the EV Free Church in the 2800 block of North Brea Boulevard.

The motive for the attack was unclear as the suspect and victim did not know each other, Radus said.

Court records show Munoz pleaded guilty Oct. 5 to giving a false identification to a Fullerton officer on Oct. 2. He was sentenced to 10 days in jail and was released on Oct. 6.
